As Windows Xp is booting up(at the boot up screen with the status bar)... Before you have to login?.

Wrong. Autoexec.bat isn't used since Windows 2k/XP. It's present for compatibilty only ...

I dont know how you can do it at that screen but you can have startup scripts assigned via group policy.
