This has NOTHING to do with overclocking at all. It's called uncapping. It's illegal in most places, and if you get caught bad things can happen (depending on local laws), from suspension of service (and then be stuck on dialup or something) to up to jail sentences in some cases... And it's hardware (model)/firmware/ISP specific usually. And often the bandwidth restrictions are enforced at the ISP end too.

Unless you're talking about modding the modem to get lower pings. (latencies)

But, unlike POTS, the modem may not mean Jack, when it comes to latencies.

there is no uncaping dsl modems for the majority of users.

The line is capped by the dsl provider, unless you have access to your telo, do dsl provider, your not getting higher speeds.
