i´m already looking for all the hotfixes in brazilian lang on windows update catalog, but MS leads me to a site only guiding to turning on automatic updates.

and after i download the service pack, is it extractable?

do i have to translate any ini of lang file?

Than you can look at:

http://old.winpack.org/petr/win98_internat_files.html - list of all files with indication whether they are language dependent or not.

http://old.winpack.org/petr/win98_internat_fixes.html - list of all fixes with indication whether they are (publicly) available or not. If you don't know where to get them please ask me.

For all fixes that are red in your languague column you should contact your local Microsoft office and ask for those hotfixes. You should be able to get:

As the first step you can try to use Google or other search engine, maybe some hotfixes are available somewhere.

q244357brx86.exe and q246094brx86.exe should be available here:

but are not. Maybe you will be able to find them somewhere, but please double check that you have the right version, exactly the same file name is both for IE5.0 (=Win98SE) and IE5.01 patch.

I'm preparing translation of files from all service packs to all languages but I'm not sure if I will be able to finish this task.

The last thing to note is that sesp21a is a bit obsolete now, it is almost one year old and there are no signs that Gape will prepare an updated one.
