Nandub is a great converter. All you need is to install a codec pack and load the file and convert it however you can wit whatever setting you want to use. The converter is so great you can rencode over and over until the file is extermly small and still retains it's beauty.

It also depends on the file type you want. There is also Mpeg converter out there but you need space to use those.
