Need help in some topics

I tryed all sugestions i found in the forum and in the page, but none worked for me

So here i am asking for help

1) i need to UNlock the taskbar

2) i need to set "processor scheduling" to programs instead of background services

3) i need to set the paging file to 2048Mb fixed

4) i need to disable "file download security warning" that appears everytime i execute a .bat for example

i tryed achieving this using nLite and regtweaks, but without sucess

Can you tell me which part of the registry entry tells it to use 2048?
