Text-mode setup is not a 32bit application.If there is a way to hack resources of a non 32 bit application, you should dig files in $WIN_NT$.~BT or $WIN_NT$.~LS folder(the smaller one that loads text-mode setup) created when you start setup within another windows with the option "copy setup files to harddisk" selected( with /makelocalsource switch).
