can't open 'cmd' ++

okay, start -> run -> cmd:

opens the console box, black bg, with nothing writting in it, and gives me this error:

Ignore and close both close it.

Then, when I open 'command':

I can "dir" and "ipconfig" but I cannot 'ping', it gives me an identical error to the one above.

Any ideas?
