The necessary service "Automatic Updates" (WUAUSERV) is not started or Background Intelligent Transfer Service (BITS) is disabled.

CAUSE

Scenario 1

This issue may occur when the client computer sends a HEAD request on a TCP connection that has already been closed by the proxy server.

Scenario 2

This issue may occur when the client computer authenticates with NULL credentials with the proxy server. NULL credentials being sent causes the proxy server to return an error other than the required authentication. This causes the control to fail without offering an authentication window to the user.

I asked Microsoft.

They said "Please update BITS".

Please apply the Windows XP hot fix KB842773.

or

The subject problem can occur on Windows XP if the BITS (Background Intelligent Transfer Service), or Automatic Update, services are stopped.

To resolve this problem:

1. Start / Run / Services.msc / OK.

2. Double-click the Automatic Updates service.

3. Set the Startup type to Automatic and press Apply.

4. If the Service status is Stopped, press Start.

5. Press OK.

6. Double-click the Background Intelligent Transfer Service service.

7. Set the Startup type to Manual and press Apply.

8. If the Service status is Stopped, press Start.

9. Press OK.

Best of luck in tracking this baby down. That error code mentioned should point directly at the problem - are you certain you have the correct error number?
