Windows Refuses To Stay Shut Down

I am getting really wound up with this one. I can't keep my pc shut down it will only restart. I have checked for viruses and adaware shut my services down one by one and the only thing I removed that let it shut down was the dhcp client. But obviousley when I did that I couldn't get onto the internet.

HELP!!!!

1) try all the above options (tried? :P ohh. then continue down )

OR

2) A how-to guide on shutdowns and reboots (no matter which OS)

OR

3) Go to power options in the control panel, Advanced Tab, make sure u have selected the Shutdown option for the power off button.

OR

4) Try applying this reg tweak

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
"PowerdownAfterShutdown"="1"

OR

5) Try the hard reboot - Press shutdown button for 8 seconds

OR

6) Reinstall Windows if all above fails

OR

:( - Contact system vendor
