DigeratiPrime
you can always turn off the computer by unplugging it most computers also power off if you hold down on the power key for 8 seconds.try rebooting in Safe Mode (F8 Key), run your virus checks and spyware checks. Then shutdown.

firefoxthebomb
you could create a shortcut on your desktop using this.C:\WINDOWS\system32\shutdown.exe -s -t 01and then double click on it to see if it shuts down.
Ghostrider
Are you using a M/Board with a SIS chipset. i have come across some boards that will not shut off if power management is enabled in the bios. turn it off and the computer should power off
red_house
Is it being woken by modem activity? If so, disable "Wake on Lan Activity" in the bios.
