Can't unlock a locked screensaver

In my Regtweaks.reg i have the below

; ScreenSaver 10min TimeOut and use password
[HKEY_CURRENT_USER\Control Panel\Desktop]
"ScreenSaverIsSecure"="1"
"ScreenSaveTimeOut"="600"
"ScreenSaveActive"="1"

which works as expected, by turning on after 10 mins, and locks the PC.

However, pressing Ctrl-Alt-Del, doesn't enable me to unlock it again. I have looked through my regtweaks.reg and can't see anything that could be causing it.

Any thoughts, ideas appreciated, because i'm stumped.

I have even tried with a different screensaver to the default - Same issue
