I downloaded Windows XP x64 from an MSDN mirror (all hashes checked out). I noticed that after installation, it just goes straight to the desktop as the Administrator account instead of an OOBE. Is this supposed to happen?

Pretty sure the skipping is intentional considering both its base OS and target market.

One thing worth pointing out is that the OOBE is enabled in early Longhorn builds and most used the otherwise-unused title.wma from Server 2003, a couple of them reused XP's for whatever reason though.

Longhorn was however pitched as a mainstream release, XP x64 was not and was intended for enthusiasts and hobbyists so they probably just couldn't be arsed basically.

No, but you can set up your account after installing. Just make it up in control panel, log off, and then sign in to it.

I have solved it in XP2ESD v1.6.1. Now Windows XP SP2  x64 images created by XP2ESD have same OOBE as x86 XP.
