im using it using test mode on windows 7, basically it wont load because its not signed properly

I have GTX 1660 here and I'm forced to use Windows 7 driver because Windows 8.1 one is absent.

windows 8.1 driver is not absent. It is just not listed. They are still making wddm 1.3 drivers for windows 8.1 but just quietly for some unknown reasons..

You already got it. Windows 7 driver includes windows 8 and 8.1. Nvidia packaged them together. You can check it for yourself windows 7 driver includes nt 6.2 and nt 6.3 section

That's stange at this point. I have downloaded the installer for GTX 1080 Ti with Windows 8.1 x64 selected as the target OS and compared the checksums with the GTX 1660 installer for Windows 7. They matched though they have different names. <_<

Installed windows 8.1 earlier, downloaded about 5 different nvidia drivers of which none of them worked. Upon looking at the device list, the 30 series is mentioned on there but the drivers still refuse to uninstall due to hardware compatibility. I really hope someone finds a fix for this because windows 8.1 is a very good operating system

try searching for the drivers for that rtx 3060 card thru the "beta and older drivers" link from this page.
v466.47 came out several days ago.  and be sure to install the KB4474419 & KB4490628 Win7 updates before installing the driver.

I tried just by installing normally with installer it shows that is unsupported, when I tried to add gpu in nt6.2 section in inf file and then installing with device manager it showed "no mui" ehh xd
