No, but for what purpose?
I.E.11 support has even been dropped in Windows 10 in favor of Edge/Chromium.

I'm not looking for internet explorer 11 for personal use, but for programs that still use it without being able to switch browsers, an example is f.lux it uses internet explorer to search for a location, also the latest functional version of cherryplayer on windows xp, which also uses internet explorer to login, but internet explorer 8 does not support the google login page.

So do you mean that programs that uses IE's rendering engine to render pages that doesn't work well in IE8 but works fine in IE11? That wouldn't work either because the entire IE11 needs a newer version of Windows to work (AFAIK Win7+), including the "Trident" rendering engine.
