Do you have a NvME hard drive? You can also try installing Vista via diskpart, imagex, and bcdboot. Boot a Windows 7/8/10/2008R2/2012/2016/2019 PE, and install Windows Vista with dism, imagex, and bcdboot (if you use anything later than 7 or 2008 R2, you will have to copy imagex over to 8 or 10). I was also trying to run Windows Vista, and trying to see if Windows Server 2008 would run on my SkyLake laptop, but since it's the same as Vista, and since there are no Graphics and USB drivers, then I must install Windows Server 2008 R2.
