After fresh W8 install, cumulative/rollup updates enough?

After a fresh install from the latest Windows 8.1 ISO (11/2014's "with Update"), are the cumulative rollup updates supposed to be the only thing needed?

There are various older updates that Update Catalog doesn't report as superseded (like KB3110329, a security update from 2016), but Update Catalog isn't always accurate.

If some older updates are needed, does installation order matter?

I'd actually like to know that too.  I'm starting a fresh Windows 8 installation tomorrow afternoon.  :)

before doing anything else, the very first update is to install the latest available Servicing Stack update (SSU)

for Win8.1 manually download & install KB3173424 servicing stack update; also install KB3184143 update and run GWXControlPanel or Never10 to prevent any unwanted upgrades to Win10

for Win8 (or Win8.0) manually download & install KB3173426 servicing stack update and reboot; from past experiences with Win8, I had to restart the computer after installing the KB3173426 update

edit: btw, the KB3110329 update does need to get installed, regardless of order (and whether the latest cumulative rollup is installed or not) as it is offered thru WU (windows update) on Win8/8.1 OSes

Just what are the consequences of not installing the SSU?

I did a fresh install of Windows 8.0 (version 6.2) today and I couldn't get the windows update to work without the Windows Update Agent 7.8 update (Windows8-RT-KB2937636-x64). Before that I did also install the .Net 3.5 and .Net 4.6.2 but I don't think that they were so crucial on fixing the windows update. I will test again to see if the .Nets are playing any roll on this or just cutting on the number of future updates.

KB2937636 is superseded/replaced by KB3013767 though, at least that's what MUC claims it does

I tested KB3013767 on a fresh VM. It definitely works fine. Also it seems to be a rollup update so it will probably cut a bit on the updates to come. Thank you for this!

actually you need to install both KB3013767 and KB2999323 updates.
KB3013767 updates windows update agent to 7.8.9200.17172 while
KB2999323 updates windows update agent to 7.8.9200.17185

but you need both of them installed for WU to work in this current era.  KB2999323 isn't listed as a standalone update in MS update catalog but the download links to both KB3013767 and KB2999323 are revealed after searching for just KB3013767 from MUC.
