mockingbird
What's so special about the server list in that Reddit config.vdf? I compared my current one to it and I compiled them column to column in Excel. steamdiff.txt Edited February 4, 2019 by mockingbird

Some people have uploaded versions on the Internet Archive: https://archive.org/search.php?query=steam xp, so you can try one of those out. The first three seem to be the relevant ones. If none of them work or they stop working, you can always use SteamCMD instead. Edited June 14, 2019 by PJSim

UCyborg
SteamCMD still seems to work on Windows XP x64. It doesn't replace regular Steam client for playing games though, there's only download/update functionality. It occasionally complains about some certificate check failure while downloading. I haven't updated system certificates, maybe that would fix it.
