SiB 2.6.4 puts everything in Programs

I just switched from Classic Shell, and was using the standard two-column format.  Here's something I found confusing:

SiB 2.6.4 puts everything in Programs

So, I have created a folder:  Programs / "Utilities B" / "LEFT PANE"

I put everything for the LEFT PANE in there.
. . . Why does it move this folder into the User sub-directory from All?  Move it back to "All" when done.

Then, you have to drag each Shortcut to the LEFT PANE.  I've only ever previously seen that they just appear there.
. . . Put it one level up when doing this, in Programs, to make it easier.

Also, only Shortcuts can go in the LEFT PANE, not folders that contain more Shortcuts.
. . . So, put the Frequently used Folder/Shorcuts (Sound, E-Mail, Quick Access) in Programs

I only have SiB installed for aesthetics.  I put the Start Menu shortcut in there, and use the Windows 10 Start Menu to access all my programs.  It is much easier that way.

I have to be able to see what's in sub-folders.

I don't know how businesses can use Win 10, since you have to get a 3rd party program for this very important function.

SiB is pretty good.  I just switched from Classic Shell, since future development of CS is in question at this time (as far as I know).
