How to change/add/remove keyboards from command line?

I have just found out that the method I've used in Win7 doesn't work anymore.
I would basically write some xml file, and then do control intl.cpl,, /f:"xxx.xml"

It doesn't work in Windows 10 at all. I am trying to get rid of generic czech keyboard (0405:00000405), because I had set the qwerty (0405:00010405) in the answer file during the installation.
I also tried adding a random new keyboard using the same method and it didn't work either, so I presume something changed since the old days.

Does anyone have any idea how to do this in 10?
