Change Desktop Font Style, Size, and Color

With 98SE I run a script when Windows starts that includes an app called TransText.
It changes the desktop fonts and is quickly terminated by my script.

I found a few applets while googling that can make some changes to XP desktop fonts,
but they don't seem to do what I want. (Display Properties is not the solution.)

Is there an app that can change the desktop font style, size, and color? If there is,
I hope it doesn't have to run as another in a long list of background processes. To be
clear, I don't want to change all Windows fonts, just the desktop icon fonts.

I regret not saving this info, but I remember reading something about accomplishing
this task with a few Registry hacks.
