The only real way to make a true addon is fully by hand. It is not a easy task... Notepad2mod is my preferred editor for the ini and inf files you need to write to make a true addon.

In my opinion, if a program wasn't included with Windows then an installer-based addon is usually better--better compression on disc image, simpler integration, and more advanced installation methods are possible.
