Cant import registry keys

Hi,

I want to import this registry key but it says that some keys are open or I dont have enough permission. This registry key is basically the Black Viper's configuration for disabling services, in a .reg file. I want it to be imported at windows installation, I dont know if it will work there, but I want to test it in live first. I already have tried to start in safe mode and the built in administrator.
