CMDLINES.TXT not working in Windows 2000

I am attempting to use CMDLINES.TXT to run Internet Explorer 6 in an unattended Windows 2000 build. I am placing CMDLINES.TXT in the $OEM$ folder, however it is not being processed. Everything else is running fine, [GUIRunOnce] works. CMDLINES.TXT looks like this:

[Commands]
"C:\UPDATES\IE60.CMD"

EDIT: The following is in WINNT.SIF

[Unattended]
OemPreinstall=Yes

Any ideas?

What are you using to create the ISO image?

Have you looked at the ISO and made sure that the filenames are correct? I had that happen to me before where the $OEM$ directory showed up on CD as _OEM_ instead.

Are you sure that the files referenced are on disk at the time of CMDLINES.TXT being executed?

I normally just install IE 6 straight from the CD and don't bother copying the files to hard disk.
