Outlook/Outlook Express - most receivable format

While I have discovered rich text to not be that compatible between email clients, can most everyone receive in html format or is plain text always best?

I'm sending to government institutions and an wondering if they will receive in html format. Never wanting the issue of formatting to block the entire message of course.

Problem is that I'm sending a 5-6 paragraph letter that really needs the formatting of bold for headers, etc, to make it readable. Without it, its actually a little hard to get through.

What about a plain text message and a attached ISO-standardized PDF/A ?

I'm saving a jpg through photoshop as a pdf, so there isn't that option.

I realized in the past that plain text was pretty compatible, but hasn't html receiption gotten better over the last several years?

Thunderbird can send both html and plain text in the same email, which would probably suit everyone.

If you send your text in a jpg, they will almost certainly smell spiced pork and ham.
