SP5.After slipstreaming this "hotfix (by request)" in HFSLIP and installing the system, language settings in regional options in control panel become grayed out:I did several tests and I can say 100% surely that it's this hotfix to cause the problem. I lost 2 days in order to find out which one of the nearly 190 hotfixes I was trying to integrate was causing this problem. Anyway unless you don't need regional options I would recommend not to integrate KB896414. The funny thing is that there is no issue when you install it under an already working system.
