WAIK Installation

Hope someone can help on this. Despite going through the steps provided in the sticky post regarding this topic, I can't get past the install requirement of WAIK on a 32 bit system. IS there something really stupid I am missing? Is there a separate step other than installing the WAIK? I've tried for Vista and Win 7. Not interested in anything to do with Vista but was hoping this would allow customization of Win 7. I am running Vlite on a Win 7 machine...could that be it?
