win7 startup .reg or script for adusting settings for best

Hello, I have a new laptop with decent specs and what I would like to do is have multiple users which have different, performance settings per user, ie to turn off all visual effect and adjust for best performance for music editing.. and then when logging back into a normal user and have all the bells and whistles turned back on,

You used to be able to invoke a batch file at startup which would do this but is there an easier way and if not what would those settings need to be changed,

I am afraid it is win7 home user so does not have gpedit
