Windows 98 version compatibility issue

I have noticed that when some of my users are prompted to insert their Windows 98 cd during an installation or whatever they are getting an error.

During an install sometimes you will be prompted to insert your Windows 98 cd.

The problem is that IT APPEARS that if your operating system is second edition, you have to insert 'Win 98 second edition CD' or it will not always find the necessary files.

Is there any difference on the actual CD between editions of WIN 98?

Is it true that if you have 1st edition and you do 'Windows Update', that you will in effect have WIN 98 Second Edition?

It might be because some installes of 98 you dont have the actually cab files or all the files compied over to the PC. I have done several upgrades from 98 and have sometimes had to insert the CD. Now it is true when you do windows update you do have 98 se installed.
