DNS test failed

Im running Windows Server 2008 64 bit with all updates as a DC with DNS installed on the same machine. We were experiecing slow connections and when i checked DNS event viewer no errors were logged. I then ran WS 2003 support tool netdiag to see what the outcome was. The error generated at DNS was:

DNS test . . . . . . . . . . . . . : Failed

[FATAL] Could not open file C:\Windows\system32\config\netlogon.dns for reading.

[FATAL] Could not open file C:\Windows\system32\config\netlogon.dns for reading.

[FATAL] No DNS servers have the DNS records for this DC registered.

The file has rights for administrator and system with full access. When i go to a client and flushdns it gives an error that it cant reach the DNS server. Ive tried repairing etc but nothing so far. On the server i have ran netdiag /fix but again this didnt help as the error remains. Does anyone have any idea on this one? Is it possible to reinstall the DNS server without too much hassle?
