OS X CD/DVD Disk Sharing for Windows

After a quick dig on google, I found that Apple has made software to share my windows drives to OS/X machines, but hadn't found anything that allowed me to use the OS/X protocol for sharing disks between my PC, and an EeePc (CDless lappy)

Does an implementation of this protocol exist, or a similar (non Apple) implementation of the same idea exist?

It's called "DVD or CD Sharing"

The CD server is available for download at that link. But I can't find a client for it, except for on an Apple.

You should just be able to set them both up on a network, and share drives. You can ever share an optical drive but I wouldn't recommend it.
