This happens usually because Windows is busy doing something else, and redrawing the screen isn't its highest priority. If it is a rare condition then that is ok, it happens to almost everyone.

You can try updating your video driver, but that might not be enough if this happens all the time.

But if it is happening all the time, you might want to look at your system performance, like RAM, Hard Disk space, and number of programs running.

You may also have some badly written programs with memory leaks/holes that do not clear data out of memory when it is done using it (like old versions of firefox) that might be affecting your computer as well.
