Live Messenger will not install

I have an XPSP3 system from which I removed several components I didn't need, or so I thought.

The wife wants Messenger installed, but when I try to install Live Messenger, I get:

There was a problem with this installation. Windows Live Suite was not installed.
System error details
Code: 0x80070714
Description: The specified image file did not contain a resource section.

I have repeated this enough times from several different download sources, including using the direct-install file (the normal WLInstaller.exe is a downloader), and copying the exact same file to another PC via network and via CD to know that the file(s) are not corrupt. This is an issue with something I removed from the system.

But . . . what?

And can I restore the components without a reinstall?

I still get the exact same error. This seems to be some tiny missing piece within Windows, perhaps related to the .NET libraries (although I have uninstalled and reinstalled all three .NET versions).
