Can't recognize correct MSDN language version in nLite

When I nlite (v1.4.5) MSDN WinXP with SP3 HONG KONG Version, don't know why nlite recognizes it as Taiwan. I change to use MSDN XP with SP2 Hong Kong, nlite shows correctly as Hong Kong.

ie,

Hong Kong MSDN WinXP /w SP3 ---nlite--> shows Taiwan (wrong)

Hong Kong MSDN WinXP /w SP2 ---nlite--> shows Hong Kong (correct)

The 1st line of last session.ini is as follows:

[Main]

Env = 1.4.5 - 2.0.50727.1433.Microsoft Windows NT 5.1.2600 Service Pack 3

Target = Windows XP Professional SP3 - 5.1.2600.5512 - Chinese (Taiwan)

The SHA-1 of my WinXP is 71A02D0B14DA7AD12EAA0EC17187B80D114DFEC1, which is the same as in MS. The language in the CD can't be wrong, so it is a sp3 bug in nlite ?
