OEMSkipRegional=0 does not work

I am setting up a semi-unattended installation CD for Windows XP SP3, but I ran into a problem. I want some things be unattended, but some other things attended. One of these things is the regional-settings. However, with my winnt.sif it won't show anymore.

This is my winnt.sif:

As you can see I added OEMSkipRegional=0, so setup will show the regional-settings. Or at least, it should. Because it doesn't. It skips it and in the end my Windows installation has a US-English locale.

I tried looking for a solution, but couldn't find anything that helps.

Just remove this option from winnt.sif, it should solve your problem.
