Windows Firewall/ICS service broken...why?

Hi I have a problem to keep the Windows Firewall/ICS service working.

I don' t figure out what I remove that break the functionality of this service.I read on blackviper that Windows Firewall/ICS needs network connections to work properly and WMI

but I don't see any option to remove network connections, neither I removed WMI.The operating system is xp x64

I kept checked the "ethernet and wifi" box on compatibility button.

I had the same problem...if its caused by the same thing as mine then try running this:

Rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132 %windir%\inf\netrass.inf

Seems only to happen with SP2 x64 but i just created a batch file which automatically runs at first start and fixes the problem.
