System Reboot Before Creating Masterdisk

Last week I was able to create master disks, this week with new or old configurations the process reboots after copying "Installation Files" but before "Finishing WinPE".

I activated logging in the WINBOM.INI file and it is below.

I question why "Installing applications" takes 0.000 seconds to complete. If this is what I think it is, I am installing one application; Ethereal 0.99.0 This has installed for me on the previous masters and no settings have changed

I have tried new hard drives, master computers and, checked all the paths in my WINBOM.INI file

Thanks to anyone that can lend some insight.
