This hotfix from November 2005 appears to have been left out of SP3, even though it was obviously intended to be included. After applying SP3 to RTM, you will find that Otkloadr.dll has not been updated. You can then apply KB907417 and it will apply successfully. After that, you will find that Otkloadr.dll has been updated. If you extract the CAB inside the MSP and look for Otkloadr.dll inside it, it doesn't exist at all.
