Internet Explorer Problem

I know because as a test I went to youtube and when I go to watch a video I get this:

Hello, you either have JavaScript turned off or an old version of Macromedia's Flash Player. Get the latest Flash player.

Now I went into Internet Options and went to the security tab and changed everything to default settings everywhere but still nothing.

When I go to the flash site on IE no download or Security Warning dialog box to install appears or a download button (http://www.adobe.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFlash)

I downloaded with firefox but still nothing. Because as I go to the same link with firefox it only allows me to download flash for firefox browser.

I found a download here for IE flash (http://filehippo.com/download_flashplayer_ie/) but still nothing worked. Was that the right one?

Windows Update doesn't work now =(

EDIT: I got the the about flash page on IE and it says: You have version 9,0,47,0 installed. Installed Successfully.

Reinstalled 7.0 again and nothing.
