Well, if you stripped it, you probably have removed (all) drivers, too. That's why Windows can't install them and thus Plug 'n Play support is broken.
I'd suggest you reinstall your Windows XP with a less-striped version of Windows XP.

Ehm... run a (.vbs => GPO) script with admin rights that installs the correct driver, depending on which HWID(s) are detected?

Distribution of non-freeware is not allowed in any case.
Distribution of freeware is allowed in some cases.
Sharing methods for silent installations is allowed in all cases (on condition you don't include your serial number, of course).

I'd suggest you go ask on a driver developer board, since we only INSTALL (slipstream) drivers here, we don't develop them...

You *DO* know 2.6~2.7V is the default voltage, right? 3.3V is still acceptable, but 4.03V.... I'd NEVER do that!

Without reading everything in detail, this is my guess: disconnect the USB cable modem during setup, connect it AFTER you're logged in.

In fact there ARE no big advantages except for that you're running a 64 bit OS on a 64 bit CPU, which IS faster, but not by much (yet).

I've always had problems with that function... Another limitation is the inability to use the windows key in your own shortcuts.
A solution to that problem is a piece of simple, yet very effective software: HoeKey.
I'd recommend it to anyone!

I'm fairly new to the VM world, haven't tested out the Trial one from MS I downloaded yet, but I thought for a decent testing you needed a sole partition for the VM...or am I mistaken in that regards...or does this do/support that?
A separate partition for VMWare only is an option, not a requirement. It can have a nice effect on the speed.
