Right, apps which are launched via shells are delay-hooked only when they create a window on taskbar.

Well, this has to do with myriad feature flags around copilot and working area hacks MS is doing. But generally classic taskbar is dead code and 24H2 is going bring only degradations and pain.

It would also be great if you could get dark magic working with 'UIAccess' apps & scripts and hopefully exe's running 'As Administrator'.
Those should work as long as you're admin user. What are those and how they're started?

Yes! In 3.7.5 there's no UI yet, but you can disable this functionality either per app or globally:
