This has been fixed by backing up the documents in the username I was using, deleting the username, restarting, and creating a new username. My wife's username was not experiencing the problem(which should have clued me in in the first place.) Thanks MagicAndre1981.

The problem: Windows 7 Home Premium Explorer.exe crashes on right-click, closing an explorer window, opening and then closing the start menu. Sometimes it works as advertised, sometimes not.
